CELPIP for Canadian Citizenship: Test, Score & Rules

If you're between 18 and 54 when you apply for Canadian citizenship, IRCC requires proof that you can speak and listen in English or French at Canadian Language Benchmark (CLB) level 4 or higher. CELPIP is one of the accepted ways to prove it: a level 4 or better in Listening and Speaking, from either the CELPIP-General test or the shorter CELPIP General LS.

Reading and writing aren't part of the language requirement. Neither is a high score. That makes the citizenship version of this test a very different problem from the Express Entry one, and it changes which test you should book.

Which CELPIP Test Counts for Citizenship

IRCC accepts both versions. The right one depends on what else is in your plans.

The CELPIP General LS tests only Listening and Speaking, runs about 70 minutes, and costs $199 plus taxes in Canada. The full CELPIP-General covers all four skills over almost 3 hours at $295 plus taxes. For citizenship alone, the LS is the obvious pick: shorter, cheaper, and exactly matched to what IRCC checks.

One catch. The LS test can't be reused for permanent residence, work permits or professional designation; those need the full General. The Score You Need: CLB 4 in Listening and Speaking

Level 4 or higher, in two skills. That's the entire requirement.

CELPIP levels map one-to-one to CLB levels, so a CELPIP 4 is a CLB 4. Officially, level 4 means "adequate proficiency for daily life activities": handling routine conversations, understanding everyday speech. It's a deliberately reachable bar; if you manage daily life in English in Canada, you're likely already operating at or above it.

For context, the same requirement in other accepted tests is a 4.0 in speaking and 4.5 in listening for IELTS, or 28 in listening and 42 in speaking for PTE Core. What counts as a good score for other immigration goals is a different conversation, mapped out in what is a good CELPIP score.

The 18-54 Rule and the Documents IRCC Accepts

Language proof is age-gated, and test results are only one way to provide it.

Applicants under 18 or over 54 don't need to submit language proof at all. Everyone in between must include at least one accepted document with the application; IRCC returns the entire application if the proof is missing or unreadable.

Accepted proof includes:

Results from a designated test: CELPIP (General or LS), IELTS, PTE Core, or the French equivalents
A diploma or transcript showing you completed secondary or post-secondary education in English or French, in or outside Canada
Evidence of reaching CLB 4 in certain government-funded language programs

Two details trip people up. Documents in other languages need a certified English or French translation. And unlike PR applications, citizenship accepts CELPIP results even after the usual two-year validity window has passed; the details are in how long is CELPIP valid.

The Citizenship Test Is a Different Test

The citizenship knowledge test (questions about Canada's history, values and institutions) is separate from the language requirement. CELPIP proves your English; it doesn't replace the knowledge test, and the knowledge test doesn't replace language proof.
