CLB 7, 8 and 9 in CELPIP: The Raw Scores Behind Each Level

CLB 7 in CELPIP means a 7 in each of the four skills, and CLB 8 and CLB 9 work the same way. From level 7 up, the CELPIP level and the CLB level are the same number. Writing and Speaking levels come from trained raters. Listening and Reading start as a count of correct answers out of 38, and celpip.ca publishes an approximate chart that turns the count into a level.

Here's what each level takes on that chart. The number in brackets is the first count that can't be a lower level, so it's the one to aim for.

• CLB 7: Listening 27-31 out of 38 (29 clears it), Reading 24-28 (26 clears it), and a 7 from the raters in Writing and Speaking.
• CLB 8: Listening 30-33 (32 clears it), Reading 28-31 (29 clears it), and an 8 in Writing and Speaking.
• CLB 9: Listening 33-35 (34 clears it), Reading 31-33 (32 clears it), and a 9 in Writing and Speaking.

One correction first. Some search answers (checked October 13, 2026) say CLB 8 in Listening is about 28 to 31 correct answers out of 38. That's Reading's Level 8 band. On celpip.ca's chart, Listening Level 8 is 30 to 33, and a Listening 28 can still come back as a 6.

Read down a column and the bands overlap. A Listening 30 or 31 sits in both Level 7 and Level 8, and 33 sits in both 8 and 9. That's by design. celpip.ca calls these tables example charts: one test form can be a little harder than another, so scores are equated, and the raw score for a level "may vary slightly from one test to another." When a practice count lands on a shared number, plan for the lower level.

There's a second reason not to count on an exact number. Every test includes some unscored questions that look just like the scored ones, and CELPIP doesn't say which they are.

What is a CELPIP Listening score of 31 considered?

Level 7 or 8. A CELPIP Listening 31 out of 38 is the top of the Level 7 band (27-31) and also inside the Level 8 band (30-33), so the equating on your test form decides. 32 is the first Listening count that's only Level 8. In Reading, 31 is already a Level 8 or 9.

That gap between the two charts is where the 28-31 mix-up comes from. Read the Reading table as if it were Listening and you'd expect a Listening 28 to be an 8, when it can still be a 6.

Each Writing or Speaking performance goes to several trained raters who work independently: three to five for Speaking, four to six for Writing. celpip.ca's FAQ also says Writing is scored by an AI-human hybrid system, with every Writing score reviewed and verified by its rating team. They score four dimensions, each divided into five performance levels: Content/Coherence, Vocabulary, Readability (Listenability in Speaking) and Task Fulfillment. Here are celpip.ca's descriptors for the three target levels:

• Level 7: "Adequate proficiency in somewhat demanding social, educational, or workplace contexts"
• Level 8: "Good proficiency in more demanding social, educational, or workplace contexts"
• Level 9: "Effective proficiency in some high-stakes social, educational, or workplace contexts"

Two things change as you climb. Your control of the language goes from adequate to good to effective, and the situations get harder, from somewhat demanding to some high-stakes. All three levels sit at CEFR B2 on the same celpip.ca chart, so the whole climb from 7 to 9 happens inside one CEFR band.

What the official Writing analyses show

The official CELPIP Writing Pro: Target 9+ Study Pack walks through sample answers rated 7, 8 and 9 and lists what each one did well and what held it back. They aren't the same task: the 7 and the 9 are Task 1 emails, and the 8 is a Task 2 survey answer. So read them as a pattern, not a formula.

The Level 7 email covers every task and uses paragraphs. But its purpose doesn't appear until the second paragraph, the details stay vague, and some grammar errors get in the way of the meaning. The Level 8 answer has almost the opposite profile: lots of ideas, a good range of words and very few errors, yet no purpose statement, no paragraphs, few transitions, no conclusion and no clear choice between the two options. The Level 9 email is organized, with a clear purpose, realistic details and no errors that block understanding. Even so, the pack points out some awkward or repeated words and few transitions.

Put together, 7 to 8 is mostly errors that stop blocking meaning and details that get sharper. 8 to 9 is mostly structure and doing exactly what the task asks. Fancier vocabulary isn't what moves the level. The CELPIP Writing score chart covers the rest of the scale.

What our practice data adds

Celpify's AI scoring points the same way for Writing. On first tries from August 1 to mid-October 2026, Readability was the lowest of the four dimensions at 7, 8 and 9, roughly a full level under the overall score each time. The CELPIP Writing score chart has the numbers by level.

Speaking uses the same four dimensions, with Listenability (rhythm, pronunciation, pauses and grammar) in place of Readability. celpip.ca's Level Descriptors (May 2026) describe Speaking level by level, and slide 3 puts the 7, 8 and 9 wording side by side: 7 to 8 is control of complex grammar and mostly fluent delivery, and 8 to 9 is context-specific words and a style that fits a range of listeners. Our AI scoring points the same way. On Celpify first tries from August 1 to mid-October 2026, answers rated 7 overall (63 learners) averaged about 6.3 in both Vocabulary and Listenability, against 7.0 for Content/Coherence and 7.2 for Task Fulfillment. At 8 (50 learners) and 9 (23 learners), Vocabulary was the lowest of the four, at 7.4 and 8.3. These are Celpify AI estimates, not CELPIP ratings. The CELPIP Speaking score chart covers every level.

Where learners stall depends on the skill. In Listening, most hadn't reached 7 yet: 58% of first full sections came in below it, and the average was 25.9 out of 38. In Reading, the share fell by about 20 percentage points at each step, from 63% to 43% to 23%. Writing fell by about 26 points a step.

Speaking had the steepest drop, and it came between 7 and 8. 14 of the 27 learners averaged 7 or higher, only 2 averaged 8, and none reached 9. Across all 1,220 Speaking first tries (113 learners), 5.5% were rated 9 or higher. That fits our data on the hardest part of CELPIP, where Speaking was the lowest skill for 12 of 29 learners who practised all four.

The overlap on the chart isn't a rare edge case, either. Of 218 complete Listening sections (95 learners, every attempt), 43% landed on a count that sits in two bands. In Reading it was 31% of 285 sections (109 learners). It matters most at the top. If every shared count had gone the learner's way, first full Listening sections at 9 or higher would rise from 18% to 25%, and Reading from 23% to 29%. And 10% of Listening sections and 13% of Reading sections were just one or two answers short of a safe 9.

Why CLB 8 earns the same transferability points as CLB 7

Language also counts in skill transferability, where it combines with your education and with foreign work experience. canada.ca's grid has two columns for each combination. One is for CLB 7 or more in all four abilities with at least one under CLB 9. The other is for CLB 9 or more in all four. CLB 8 sits in the first column, so it earns exactly the same transferability points as CLB 7. CLB 9 in all four moves you into the second column, which pays about double.

Take a single applicant with one three-year bachelor's degree, three or more years of foreign work and no Canadian experience. Here's what language adds when all four skills are at the same level:

• CLB 7: 68 core + 13 education + 25 foreign work = 106 points
• CLB 8: 92 + 13 + 25 = 130 (up 24)
• CLB 9: 124 + 25 + 50 = 199 (up 69)
• CLB 10 or more: 136 + 25 + 50 = 211 (up 12)

For this profile, the step from 8 to 9 is worth almost three times the step from 7 to 8. It only counts when all four skills get there, though. A profile of 9, 9, 9 and 8 earns more core points, skill by skill, but stays in the lower transferability column. The same lowest-skill logic applies to program minimums: CELPIP levels of 8, 7, 7 and 7 make you a CLB 7 applicant, with 74 core points as a single applicant (23 + 17 + 17 + 17).

Is 7 a good score in CELPIP?

For eligibility, yes. canada.ca sets CLB 7 in all four abilities as the minimum for the Federal Skilled Worker Program, and for the Canadian Experience Class when your job is TEER 0 or 1. TEER 2 or 3 jobs need CLB 5. For points, a 7 is modest: 17 per skill for a single applicant, and the lower transferability column.

Is 8 a good score in CELPIP?

It's better for core points. An 8 earns 23 CRS points per skill instead of 17, or 24 more across four skills for a single applicant. But it's in the same transferability column as a 7. If you're close to 9 in all four skills, the bigger jump is at 9.

Is it easy to get 9 in CELPIP?

Not for most people. A post on celpip.ca's blog says many immigration professionals call CLB 9, a CELPIP 9 in every skill, the "sweet spot", because reaching it can add CRS points through skill transferability. To get CLB 9 in CELPIP and clear the overlap on the approximate chart, you need about 34 of 38 in Listening and 32 of 38 in Reading, roughly 89% and 84% right, plus a 9 from the raters in Writing and Speaking. And you need all four on the same test.

Celpify practice from August 1 to mid-October 2026 shows how big that step is. 18% of 95 learners reached 9 or higher on their first full Listening section, and 23% of 109 did in Reading. In Writing, 31% of 86 learners averaged 9 or more, and in Speaking none of 27 did (both AI estimates).

Is CLB 10 worth it?

Only for the last few points. CLB 10 earns 34 CRS points per skill, 3 more than CLB 9, and adds nothing to skill transferability. CELPIP 11 and 12 earn the same as 10.

Other goals
