What Is a Good CELPIP Score? CLB 7, 9 & Your Goal

What Is a Good CELPIP Score? CLB 7, 9 & Your Goal

There's no single pass mark on CELPIP. A good score is whatever your goal asks for. Most permanent-residence programs want CLB 7. The maximum Express Entry language points start at CLB 9. Canadian citizenship needs only CLB 4. So 'what is a good CELPIP score' is really a question back at you: what are you applying for?

CELPIP is scored per skill from 1 to 12, and each score maps straight onto a Canadian Language Benchmark (CLB) level. From 7 up to 12 the two numbers match: a CELPIP 9 is CLB 9, a 10 is CLB 10. IRCC reads the CLB level, not the CELPIP number. Here's what each band is actually good for.

CELPIP (per skill)CLB levelWhat it's good for
10, 11, 12CLB 10-12Advanced. Sits above every common immigration bar.
9CLB 9Maximum Express Entry (CRS) language points.
7, 8CLB 7-8The usual PR floor: Express Entry and most PNPs.
    4, 5, 6CLB 4-6CLB 4 meets the bar for Canadian citizenship.

Find your target in the right-hand column first. Everything after this is about hitting it in every skill, then reading the raw score you get back.

What Is a Good CELPIP Score for PR and Express Entry?

For permanent residence, two numbers matter: the floor that makes you eligible, and the level that earns you points. They aren't the same one.

CLB 7: the floor that gets you in

A CELPIP 7 in every skill, which is CLB 7, is the common minimum for economic immigration. Express Entry's Federal Skilled Worker stream and most Provincial Nominee Programs start there. It clears eligibility. It doesn't win you much beyond that.

CLB 9: where the points are

The Express Entry ranking system, the CRS, awards language points up to CLB 9 and then stops. Moving from a 7 to a 9 across all four skills can be worth dozens of CRS points, often the difference between an invitation and another six months in the pool. Past CLB 9 you earn no extra language points, though a 10 or higher never hurts the rest of your profile.

The part that costs people: your lowest skill, not your average

This is where most retakes come from. IRCC reads each skill on its own and takes the lowest one. Never the average. Score 8, 8, 7, 5 and your profile counts as CLB 5, even if your result sheet shows something that looks like a 7 on average. One soft skill pulls the whole application down to its level, and a strong Reading can't carry a weak Speaking.

Most people can name their best skill without thinking. The weak one is the one that needs data. A Celpify mock scores each section and maps it to a CLB band, so the skill that's about to cap your profile shows up before the real test, not after it.

Timing matters too. CELPIP results stay valid for two years from the test date, so a score that's good today still has a shelf life against your application window.

Your lowest skill is your score

IRCC takes the lowest of your four CLB levels, never the mean. Clear your target in every skill first, then push the ones you can lift. A 9 in three skills and a 6 in the fourth is a CLB 6 profile, not a CLB 8 one.

What Does a Raw Score Like 27 out of 38 Mean?

Listening and Reading come back as a count out of 38. That raw number becomes a CELPIP level, and the level becomes a CLB. So what does a 27 out of 38 actually mean?

On CELPIP's own approximate Listening guide, a raw score around 27 lands at CELPIP 7, which is CLB 7. Here's the rough shape of it.

Listening raw (out of 38)*CELPIP levelCLB
    35-3810-1210-12
    33-3599
    30-3388
    27-3177
    22-2866
    17-2355
    11-1844

*Approximate. CELPIP scales each test form, so the ranges overlap and shift a little between sittings. The official chart shows the current version.

Reading works the same way: a count out of 38 that scales to a level and a CLB. Writing and Speaking don't. There's no 'out of 38' for them. Trained raters score Writing and Speaking against the CELPIP rubric, so a good score there is about meeting what the rubric rewards, not hitting a raw number. That's also why those two are usually the skills you can lift the most with focused feedback.

What Is a Good CELPIP Score for Citizenship?

Citizenship sits far below PR, and it only looks at two of the four skills.

For Canadian citizenship, applicants in the required age range need CLB 4 in Listening and Speaking. That's the whole language bar. No Reading or Writing score, and nothing near the CLB 7 that permanent residence asks for. The shorter CELPIP-General LS test, which covers only Listening and Speaking, is built for this exact purpose. Already hold a full CELPIP General result with CLB 4 or higher in those two skills? Then you don't need to sit it again.

What Is a Good CELPIP Score? Common Questions

Quick answers to the CELPIP-score questions people ask most.

CLB 7 means a score of 7 in each of the four skills. In the 7-to-12 range the CELPIP number and the CLB number are the same, so a CELPIP 7 is CLB 7. It's the common minimum for economic immigration, including Express Entry's Federal Skilled Worker stream, which is why people call it the magic number for PR.

For most permanent-residence goals, yes. CLB 7 clears the eligibility bar for Express Entry's main streams and many Provincial Nominee Programs. It sits below the CLB 9 that earns the maximum CRS language points, so it gets you in the door without giving your profile the biggest possible boost.

Yes. A CELPIP 8 in every skill is CLB 8, comfortably above the CLB 7 floor most PR programs ask for. It's still one band under CLB 9, where Express Entry stops adding language points, so if you're chasing CRS points a 9 is the target. For eligibility alone, an 8 is more than enough.

About a CELPIP 7, which is CLB 7, on CELPIP's approximate Listening guide. The exact cutoff shifts a little because CELPIP scales each test form, so treat 27 out of 38 as the low end of Level 7 rather than a guaranteed mark. Reading uses the same out-of-38 scaling; Writing and Speaking are scored on the rubric, not a raw count.

CLB 4 in Listening and Speaking. That's far lower than PR, and Reading and Writing aren't required. The shorter CELPIP-General LS test covers only those two skills and is designed for citizenship applicants in the required age range.
