    Your CELPIP score is a level from 1 to 12, and it maps one-to-one to a CLB level. The number you get is the CLB number Canadian immigration reads.

    That one fact answers most of what people open a score chart to find. The rest is detail: how each skill earns its number, which CLB level your program asks for, and where your four scores land you on the Express Entry table.     CLB is the exact match. The IELTS band is an approximate equivalent that IRCC sets per skill, not from a single overall number, so treat that column as a guide rather than a precise swap.

    How does the CELPIP score convert to CLB?

    The rule is simple. The catch is in how immigration applies it.

    CELPIP scores convert to CLB on a one-to-one scale. A CELPIP 9 is CLB 9, a CELPIP 7 is CLB 7, straight down the line. There's no formula and no conversion math: whatever level CELPIP reports for a skill is the CLB level immigration uses for that skill.

    Immigration reads each skill on its own, never an average. Your weakest skill is usually what gates a program: three CLB 9s and one CLB 6 does not meet a CLB 7 requirement, because that one skill sits below the line.

    What CELPIP score do you need for PR and Express Entry?

    Floors by program, then the one number worth chasing.

    For most permanent residence programs the floor is CLB 7, which means a CELPIP 7 in every skill. Competitive Express Entry candidates aim higher. CLB 9 across all four skills is the band where language points climb sharply. Citizenship asks for far less: CLB 4 in listening and speaking only.

    How are the four skills scored?

    Correct answers for two skills, trained raters for the other two.

    Listening and Reading are scored on correct answers. Listening has 38 questions, and your raw count is converted to a level on a scaled table that adjusts for how hard each test form was. Writing and Speaking are judged by trained raters against four equally weighted traits, then placed on the same 1 to 12 scale.

    The questions people ask most when reading their CELPIP scores.

    It depends on your goal. CLB 7 (CELPIP 7) in every skill is the common floor for permanent residence and most Provincial Nominee streams. CLB 9 (CELPIP 9) is the competitive target for Express Entry, since that's where language points rise sharply. For citizenship, CLB 4 in listening and speaking is enough.

    CELPIP doesn't publish a fixed raw-to-level table. Reading and Listening raw scores run through a scaled conversion that adjusts for the difficulty of each test form, so the same raw count can land on slightly different levels across test dates. Your official score report shows the level, not the raw number. Use it as the figure immigration reads.

    CLB 7 equals a CELPIP level 7, since the two scales match one-to-one. It signals adequate proficiency and is the minimum most permanent residence programs ask for, including Federal Skilled Worker. You need CELPIP 7 in all four skills, not just an average of 7.

    CELPIP reports a level from 1 to 12 for each skill, plus an M for minimal proficiency below the measurable range. Each level maps directly to the matching CLB level. Listening and Reading levels come from correct answers; Writing and Speaking levels come from trained raters scoring four traits.
