Ontario Workforce Priority Stream: CELPIP Scores You Need

Ontario opened a new permanent residence pathway in July 2026: the Workforce Priority stream (you'll also see it shortened to OWPS), the first stream of the redesigned Ontario Immigrant Nominee Program. It's built around a job offer from an Ontario employer, and it covers everything from TEER 0 managers to TEER 5 essential workers.

Your language score does two jobs here. It decides whether you can enter the pool at all, and it earns up to 15 of the 130 ranking points that decide who gets an invitation. Those 15 points follow a rule many applicants miss: Ontario counts your lowest ability, not your average.

CELPIP-General is on the list, alongside IELTS General Training and PTE Core. For French, TEF Canada and TCF Canada both work.

One trap catches people at the document stage: CELPIP General LS doesn't count. The LS version only tests listening and speaking, and Ontario wants proof of all four abilities. Booked a test but not sure which version? Our CELPIP General vs General LS guide sorts it out.

Your test date also has to fall within two years of your application. Older scores mean a retake, even strong ones.

There's one exemption. If you graduated from an eligible Ontario institution with a qualifying credential in the last three years, you can apply without a language test.

A CLB 7 in three skills with a CLB 5 in writing fails the CLB 6 requirement. Eligibility works on your weakest ability, the same way the points grid further down does.

The CELPIP column is easy to read because from level 4 up, CELPIP scores match CLB levels one to one. A CELPIP 7 in reading is CLB 7 in reading. Our CLB converter has the full mapping, including the IELTS and PTE Core equivalents.

Ontario ranks Expression of Interest profiles out of 130 points across 11 factors. Language carries up to 15, and the score comes from your lowest CLB level across listening, reading, writing, and speaking.

Run a quick example. You score CELPIP 9 in listening, 9 in reading, 9 in speaking, and 7 in writing. Your language points come from the writing: 8. Not 15. Three strong skills earn nothing extra while one weaker skill caps the factor.

We watch this pattern play out on Celpify every week. When learners practise all four skills, the scores rarely move together; one ability, usually writing, sits a level or two below the rest. On this stream, that gap costs points. Lifting a CLB 7 writing to 9 adds 7 points, a bigger swing than most other factors in the grid can give you.

French can add more. Score CLB 6 or higher in both English and French and Ontario adds a 10-point bilingual bonus on top.
