CELPIP General Test for PGWP: Score Requirements

For most PGWP applications submitted on or after November 1, 2024, a university graduate needs CELPIP-General level 7 in Reading, Writing, Listening, and Speaking. A graduate of a college, polytechnic, or other non-university program normally needs level 5 in all four skills.

The requirement is per skill, not an average. A 9 in Listening cannot cancel out a 4 in Writing. Flight-school graduates are the main language-test exception, and older applications submitted before November 1, 2024 follow the previous rules.

CELPIP levels map directly to CLB at these thresholds: CELPIP 7 is CLB 7, and CELPIP 5 is CLB 5. You do not need a separate conversion formula. If you are comparing tests, IRCC also accepts IELTS General Training, PTE Core, TEF Canada, and TCF Canada for PGWP language proof.

You need language proof if you submit a PGWP application on or after November 1, 2024, unless you graduated from a PGWP-eligible flight school. If you submitted before that date, IRCC says the language requirement does not apply to your application.

The rule is separate from the field-of-study requirement. University graduates and graduates of other programs can face different field-of-study rules depending on their credential and when the study permit application was submitted. Passing CELPIP proves language ability; it does not by itself prove that your school, program, or field of study is PGWP-eligible.

A PGWP language result must cover Reading, Writing, Listening, and Speaking. CELPIP-General tests all four. CELPIP-General LS only tests Listening and Speaking, so it cannot satisfy the standard PGWP language requirement.

• Take the test in person. IRCC's PGWP document guidance says language tests should be taken in person.

• Use CELPIP-General. The two-skill LS version does not provide the four results the application normally requires.

• Keep the result current. Your language-test results must be less than two years old when you submit the PGWP application.

• Submit proof for all four skills. Download your Official Score Report and follow the document prompts in your IRCC application.

• Use your individual levels. Do not submit an average in place of Reading, Writing, Listening, and Speaking results.

Start by checking whether the low result is Speaking or Writing. Those components are rated by people, so a narrow miss may justify reading the official policy and deciding whether a CELPIP re-evaluation fits your deadline. Listening and Reading are computer-scored, and CELPIP says a review is unlikely to change them.
